At PenServ, we believe our strength is in our employees. We encourage an environment where employees are

participate in an aggressive training and certification program to advance individual skills. All plan
representatives receive various levels of system and technical training as well as at least 40 hours of
class-room programs in the area of compliance, plan design and operational procedures. Support staff
participate in on-the-job and classroom training to ensure that all policies and procedures are followed.

Susan D. Diehl
Director of Technical Consulting Services

With more than 25 years' experience in the retirement field, Susan directs activities of the PenServ
Consulting Group that includes updating and control of technical manuals, prototype documents,
individually designed plans, EPCRS submissions and other technical services of the firm. She is a former
member and Chair of the "ACT", the IRS Advisory Committee on Tax Exempt and Governmental
Entities, as well as a former member and chair of the ERISA Advisory Committee. She is also a member of
the IRS 403(b) Industry Liaison Group, providing information on 403(b) regulations. Susan is a frequent
speaker for trade associations and technical seminars and conducts many classes and sessions in all areas
of retirement plan functions. Susan and the Technical Consulting Group is located in our Pennsylvania
Office.
Judy Tarpley
Director of Technical Consulting Programs

Judy brings more than 25 years' experience to our PenServ clients. Her knowledge and background in
qualified plans, IRAs, SEPs, and SIMPLE plans is the basis for our small-plan consulting program. Her easy
style and delivery make her a frequently requested presenter for our training courses and seminars. As
manager of the Texas office, Judy oversees a staff of consultants that provide hot-line services,
publication of technical manuals and the general operation of that facility. Judy has served on the IRS
Reporting Advisory Council (IRPAC) and continues to assist the IRS on reporting and withholding issues
that arise in the industry. During 2008, the staff of the Texas operation was expanded to specifically
service the Texas 403(b) clients. From this location, Judy and the Texas staff are able to conduct
seminars and meetings with regional Plan sponsors to better service the market directly.
